Swiss Confederation - 1914
Switzerland opens August 1914 as a federal republic whose permanent neutrality is internationally recognized and backed by a militia army. Parliament grants the Federal Council emergency authority and elects Ulrich Wille as general for the duration of danger. Mobilization can guard borders, Alpine railways and approaches among France, Germany, Austria-Hungary and Italy, but it removes workers from farms and factories while producing no new food or coal. The confederation's German-, French- and Italian-speaking regions read belligerent news through different cultural ties, so an officer corps perceived as favouring one side can threaten cohesion even without invasion. Switzerland imports essential grain and fuel and exports precision goods, pharmaceuticals and financial services; blockade controls will reach across neutral frontiers. Geneva hosts the International Committee of the Red Cross, giving the country a humanitarian role larger than its military weight. Your campaign must make neutrality active, lawful and materially sustainable rather than treating a declaration as protection from economic war.
Starting position
Deploy frontier troops proportionally and explain the military basis for each concentration. Guard tunnels, bridges and rail junctions against sabotage while keeping transit restrictions equal for belligerents. Civilian oversight of Wille's command is essential because operational efficiency cannot override the federation's multilingual political balance. Build grain, coal and fertilizer reserves, negotiate import quotas with both coalitions and create a shipping and rail bureau able to trace goods through neighbouring ports. Private exporters who evade agreements can trigger collective retaliation, so licence strategic trade and publish enforcement. Replace mobilized farm labour through leave rotations and organized assistance before harvests fail. Establish compensation for soldiers' families, since long service without income shifts neutrality's cost onto poorer households. Protect the press's right to debate while prosecuting espionage on evidence rather than language or ancestry. Expand Red Cross inspection, prisoner correspondence and hospital exchanges under visibly impartial rules. Humanitarian access becomes a diplomatic asset only if no military intelligence hides inside it.
What turns the campaign
Prolonged blockade will become the main threat. Initial industrial demand may look prosperous, but raw-material shortages, inflation and unequal profits can produce deep social conflict. Introduce rationing before scarcity is catastrophic, gather cantonal data and coordinate prices so residents cannot be forced into bidding wars across internal borders. When labour unrest grows, use collective bargaining and parliamentary reform rather than military intimidation that makes neutrality resemble domestic occupation. Italian entry or changes on nearby fronts require redeployment, yet avoid gestures that suggest alignment. Intern troops who cross the frontier according to neutral law and distribute burdens among cantons. Offer good offices for prisoner exchange and diplomacy without claiming that mediation can succeed merely because Bern proposes it. Intelligence services from every side will use hotels, banks and border towns; regulate finance and communications consistently. Prepare for refugees with screening, shelter and non-refoulement based on danger, not political convenience. Each humanitarian decision will be observed abroad and contested at home.
Signature challenge
Keep one federation neutral when its neighbours divide its sympathies
Switzerland's signature challenge is internal neutrality. The frontier can remain intact while German-speaking and French-speaking citizens cease trusting the same command, newspapers or federal council. Require senior officials to avoid partisan commentary on belligerents, diversify advisory bodies and publish the legal reasoning behind trade restrictions. Use cantonal institutions rather than bypassing them indefinitely under emergency powers. The army must deter opportunistic incursions, protect transit and assist disasters, but deployments should rotate so border service does not destroy livelihoods. Track the distribution of wartime profits and shortages; a neutral economy that enriches exporters while workers go hungry will face a crisis made in Bern, not Berlin or Paris. Preserve the ICRC's independence even when its reports embarrass friendly governments. Success leaves borders defended, communities politically connected, vulnerable people assisted and emergency authority returned after peace. Report casualties, expenditure and emergency decrees to the elected assembly at fixed intervals even when operational detail remains confidential. Let cantons challenge the burden assigned to them. Failure occurs if neutrality survives internationally but the social compact fractures through hunger, language hostility and coercive rule.
