Swiss Confederation - 1947
Switzerland begins 1947 intact but not untouched by the world war. The Federal Council defends armed neutrality as the foundation of security while facing criticism over trade with the Axis, refugee exclusions, financial assets and compromises made under encirclement. Relations with the Soviet Union were restored in 1946, yet domestic politics contain a broad anti-communist consensus. Switzerland has not joined the United Nations and approaches political organizations cautiously, although Geneva remains a centre for international and humanitarian work. Industry, banking and transport can contribute to European recovery from a position of unusual physical strength, but prosperity may look like profit from neighbours' ruin unless disputed wartime questions are handled openly. The militia army and fortified Alpine approaches support deterrence, while geography also makes Switzerland a communications and transit island inside a divided continent. Your campaign must prove that neutrality imposes duties and risks rather than serving as a convenient claim to trade with everyone and answer to no one.
Starting position
Open archives needed to resolve looted assets, dormant accounts and wartime transactions, then negotiate settlements through documented categories rather than blanket denial. Review refugee decisions and strengthen asylum procedures so future officials cannot hide moral choices inside secret border instructions. Maintain mobilization plans, air defence, stockpiles and protected command networks, but return extraordinary wartime controls to normal constitutional oversight. A militia depends on employers, cantons and households; training schedules and compensation must preserve readiness without making service economically punitive. Participate in European reconstruction through credit, machinery, rail transit and trade agreements that do not bind Switzerland to a military bloc. Marshall aid is not the only route to contribution, and declining it should not mean isolation. Police counter-espionage needs warrants, evidence and federal-cantonal coordination; suppressing communists as a category will damage democratic legitimacy. Geneva's organizations require access, communications and diplomatic protection. Make humanitarian policy operational by funding delegates, tracing services and relief logistics, not merely celebrating national tradition.
What turns the campaign
The division of Europe sharpens the central choice: how much Western cooperation remains compatible with strict neutrality. Establish relations and trade with Eastern governments while recognizing that domestic values and economic ties lean West. Do not join collective defence or permit foreign bases, but exchange civil-defence knowledge and prepare independently for airspace violations, sabotage and refugee flows. Export controls must prevent one coalition from using Swiss precision industry to circumvent restrictions while applying rules that can be defended as neutral law. Financial secrecy cannot shield criminal ownership without converting sovereignty into complicity. The Korean War and later crises are not facts in 1947; design institutions that can adapt when conflicts test neutrality outside Europe. Consider which technical organizations Switzerland can join without accepting political obligations, explaining each decision to parliament and voters. If mediation is requested, obtain consent from the parties and define a practical agenda. Uninvited moral lectures will not create good offices, while silent commerce alone will not earn trust.
Signature challenge
Rebuild the credibility that survival alone cannot supply
Switzerland's signature challenge is postwar accountability. The state can argue correctly that armed preparation, diplomacy and geography helped avoid invasion, yet survival does not settle whether every wartime trade, banking or refugee choice was necessary. Create independent inquiries with access to federal and private records, protect due process and publish findings even when they complicate a heroic national account. Pair restitution with stronger rules for future assets and asylum. Keep the army focused on territorial denial and continuity rather than imagining neutrality makes defence optional. Use the federation's languages and cantons as diplomatic capability, not internal camps aligned with foreign blocs. Economic strength should finance housing, research, transport and humanitarian work that connects Switzerland to recovery without alliance membership. Schedule parliamentary review so each exceptional measure expires unless lawmakers renew it on current evidence. A successful campaign leaves neutrality more credible because its limits, obligations and failures are visible. Failure turns the doctrine into a shield for secrecy, inviting other states to see Swiss independence as selective cooperation without reciprocal responsibility.
