Kingdom of Serbia - 1914

The Kingdom of Serbia enters the First World War at the center of the July Crisis. The Sarajevo assassination was carried out by Bosnian Serb conspirators with links to Serbian nationalist networks, but Vienna's ultimatum demands powers inside Serbia that Prime Minister Nikola Pašić believes no sovereign government can accept fully. Austria-Hungary declares war on 28 July. Serbia is larger after the Balkan Wars yet exhausted, short of artillery ammunition and still integrating Macedonia and Kosovo. Regent Alexander acts for the ailing King Peter I; Field Marshal Radomir Putnik commands an army with recent combat experience and intimate knowledge of difficult terrain. Russia offers great-power backing, while France supplies credit and matériel through long routes vulnerable to interruption. The government also carries a South Slav vision that can attract Habsburg subjects and alarm allies with their own Adriatic claims. The immediate campaign is survival against a larger empire. Its deeper challenge is defending legality and civilians while preventing military-intelligence networks such as the Black Hand from deciding policy outside elected control.

Starting position

Deploy for defence in depth along likely Drina and Sava crossings rather than attempting to hold every border village. Put mobile reserves where railways can shift them between western approaches and the route to Belgrade. Recent victories have produced veteran officers, but replacement battalions, shells, boots and medical stores are inadequate; count usable ammunition by gun and protect the rail corridor south to Salonika. Coordinate Montenegro's forces through liaison officers and defined sectors without assuming its small treasury can meet Serbian supply demands. Civil authorities need evacuation maps, livestock receipts and courts able to investigate looting by friendly troops. Separate the army chain of command from clandestine nationalist organizations, and require intelligence operations abroad to receive cabinet authorization. In newly acquired southern districts, fair requisition and local-language administration are security measures, not luxuries. Russia and France should receive precise requests for shells, doctors and credit rather than heroic declarations that conceal which depots are empty.

What turns the campaign

Serbia's campaign turns after the first defensive victories. The army historically defeated Austro-Hungarian invasions at Cer and Kolubara in 1914, but disease and shortage then weakened the country before the combined 1915 offensive by Germany, Austria-Hungary and Bulgaria. Use the breathing space to disinfect hospitals, decentralize food stocks, vaccinate where possible and rebuild ammunition supply. Typhus can destroy more capacity than a lost position if wounded soldiers and civilians share uncontrolled transport. Bulgaria's neutrality is temporary and must be addressed through diplomacy, frontier works and an Allied plan for Salonika. Do not launch offensives across the Habsburg border simply to satisfy prestige if reserves cannot return. Define South Slav war aims with representatives of Croats and Slovenes rather than presuming that Serbian victory grants automatic central control. Relations with Albania require protected retreat routes and negotiated supply, not territorial improvisation. A cabinet that plans only the next battle may win 1914 and still lose the state in 1915.

Signature challenge

Victory that survives winter

Serbia's signature challenge is turning extraordinary battlefield resilience into national endurance. Mountain infantry and flexible commanders can punish a larger invader, but every success consumes veterans and shells that Serbia replaces slowly. NationFall rewards the unglamorous systems behind the celebrated counterattack: clean hospitals, rail repair, reserve training, civilian grain protection and honest casualty reports. Keep Putnik supplied while preserving parliamentary authority over war aims and secret services. Support Habsburg South Slavs without promising a postwar order that merely expands Belgrade's bureaucracy over unwilling provinces. Seek Allied guarantees for Bulgarian containment and a functioning southern route before the Central Powers coordinate. If retreat becomes necessary, move archives, treasury, medical units and cadres early enough to preserve an army rather than a column of starving fugitives. Success reaches the peace table with Serbia sovereign, its institutions intact and union negotiable. Failure confuses tactical courage with strategic depth, allows epidemic and encirclement to erase 1914's victories, and lets the methods used in emergency become the politics of the new state Serbia hopes to create.
