British-administered Somali Territories - 1947

In 1947 the modern Somalia geography remains divided. British Somaliland is a protectorate with its own administration, while Britain also occupies former Italian Somaliland after the East African campaign. Italy renounces colonial title in the peace treaty, but the Allies have not decided whether the south will receive independence, trusteeship or renewed Italian administration. The Somali Youth Club, soon renamed the Somali Youth League, organizes across clan and regional lines for unity and self-government. Established elders, religious leaders, merchants, Italian settlers and southern agricultural interests do not all share its programme. The Ogaden and Haud grazing areas connect Somali communities to Ethiopia, making boundary and access questions inseparable from constitutional planning. The player cannot declare a single state by fiat. The opening responsibility is to administer two territories fairly, document public preferences and create shared services that make eventual union possible without prejudicing an international decision. Security language must not turn peaceful nationalism into evidence that Somalis are unprepared to govern.

Starting position

Northern revenue depends heavily on livestock and trade through Berbera and Aden; the south has Mogadishu, river agriculture, plantations and a larger inherited Italian bureaucracy. Wartime occupation disrupted transport, currency, schools and technical services. Establish a joint statistical and veterinary service, coordinate postal routes and recognize court judgments across the boundary while retaining separate budgets. Demobilized soldiers and police need transparent recruitment or civilian work. If the administration favours former auxiliaries by clan, each security appointment becomes a constitutional grievance. Protect political meetings, investigate violence between nationalist and pro-Italian groups, and keep weapons out of party offices. Rural government requires mobile health teams, wells and grazing agreements rather than orders issued only from Mogadishu and Hargeisa. Review plantation labour and land claims individually; restoring fascist-era privilege would discredit any future trusteeship. Train Somali clerks, teachers, magistrates and radio operators for senior work. A temporary administration proves its value when it makes its own foreign staff less necessary and leaves records a successor can trust.

What turns the campaign

The four powers’ debate over Italy’s colonies creates incentives for outside manipulation. Italy may seek trusteeship in the south and cultivate organizations willing to endorse its return. Britain may prefer arrangements protecting strategic access and Ethiopian relations. Ethiopia argues security and historical claims in the Ogaden, while Arab and anti-colonial opinion supports Somali aspirations. Permit all lawful positions but require foreign funding and contacts to be disclosed. Conduct consultations in pastoral districts as well as towns, timed around seasonal movement so absence is not counted as consent. Boundary policing should preserve customary grazing wherever security allows; closing the Haud can radicalize communities more quickly than speeches in Mogadishu. Economically, link northern livestock, southern crops and both ports through predictable tariffs instead of forcing commerce into smuggling. The emerging Cold War is not yet the only frame. Somali politics concerns colonial return, unity, land and representation. Treating every unionist as a Soviet opportunity or every conservative as an Italian client will replace analysis with patronage and make foreign alignment self-fulfilling.

Signature challenge

Build common institutions before the trustees decide the territory’s future

The Somali territories’ campaign turns on whether unity becomes an administrative practice rather than a slogan imposed from one region. Convene northern and southern delegates around narrow shared responsibilities: animal health, transport, currency exchange, teacher training and migration records. Rotate meetings between Hargeisa and Mogadishu and publish proceedings in languages communities can use. Preserve customary adjudication where it protects access, but create appeal routes when lineage power denies individual rights. A future trusteeship must have measurable milestones for Somali appointments, representative councils and independence; an open-ended mandate would simply rename colonial rule. Britain should not promise Italy’s return as payment for European diplomacy, nor should it suppress settlers collectively. Success leaves two territories able to federate through compatible services, credible parties and a security force outside factional command. Failure allows occupation officials and foreign claimants to build competing clients while borders interrupt grazing and trade. The player’s strongest strategic asset is time used visibly for preparation. Each trained administrator, reconciled land record and jointly managed service reduces the leverage of powers arguing that Somali society must remain divided because only outsiders can operate it. Establish an independent audit of customs and relief supplies too, preventing scarce imports from becoming rewards distributed by whichever party has the closest relationship with occupation officers.
