Portuguese Republic - 1947
Portugal enters 1947 under António de Oliveira Salazar's Estado Novo, an authoritarian corporatist regime that survived the world war through neutrality tilted toward the older British alliance. President Óscar Carmona remains head of state while censorship, political police and restricted elections exclude genuine alternation. The Azores agreements gave British and American forces a crucial Atlantic air bridge, making Portuguese geography valuable to Western planners even though NATO does not yet exist. Lisbon governs Madeira, the Azores and a vast colonial system from Angola and Mozambique to Guinea, Cape Verde, São Tomé, Goa, Macau and Timor. Officials call that empire indivisible; its residents possess profoundly unequal political rights. The metropolitan economy is poor, rural and protected compared with much of Western Europe, and Portugal is initially outside the United Nations. Your campaign must decide whether strategic access will buy international rehabilitation without reform, or whether the regime can modernize only by loosening the controls that preserve it. Atlantic utility creates leverage, but it cannot indefinitely resolve poverty, legitimacy and colonial consent.
Starting position
Start with the Azores bargain. Maintain Lajes and other transit facilities to reliable safety standards, but require explicit agreements on duration, jurisdiction, compensation and local infrastructure. Do not treat an Allied request as a blank cheque; predictable access is more valuable than improvised concessions. Assess participation in European recovery on economic merits, including electrification, ports, roads, fertilizer and industrial machinery. Salazar's suspicion of outside influence may protect fiscal control while leaving Portugal further behind neighbours. Publish project accounts and let municipalities identify needs rather than routing every benefit through corporatist bodies. The armed forces should prioritize Atlantic surveillance, colonial mobility and professional logistics instead of ceremonial formations. Political stability enforced solely through censorship conceals bad information from the government: permit economic associations, local reporting and limited parliamentary challenge at minimum. In the colonies, end forced labour practices, expand education and establish representative councils with real budget authority. Rebranding domination as unity will not prevent organized resistance once postwar anti-colonial norms spread.
What turns the campaign
The emerging Western alliance is the pivotal opportunity. Portugal's Atlantic triangle offers routes between North America, Europe and Africa, while the Anglo-Portuguese relationship provides an established diplomatic channel. If invited to an Atlantic treaty in 1949, seek a defensive commitment and military modernization, but clarify that membership cannot legitimate domestic repression or guarantee every colonial possession. Spain remains excluded and internationally isolated under Franco; cooperate on practical Iberian defence without making Portuguese policy dependent on Madrid's rehabilitation. Admission to international organizations should be pursued through diplomacy rather than resentment at scrutiny. Economic opening will create winners around ports and industry while interior districts continue to lose people. Use schools, health services, land improvement and migration protections to distribute recovery. Colonial wars are not inevitable from 1947, yet refusal of citizenship and political voice makes them increasingly likely. Offer constitutional paths and labour rights before security services become the only imperial institution local communities encounter.
Signature challenge
Trade Atlantic access without mortgaging political change
Portugal's signature challenge is that Western governments need its bases while disliking aspects of its regime, allowing Salazar to exchange location for acceptance. Use that leverage for durable national capacity rather than merely diplomatic respectability. Airfields should come with roads, training, communications and emergency services that remain useful outside war. Alliance equipment requires maintenance budgets and doctrine, not parade photographs. Recovery funds should raise productivity rather than reinforce monopolies protected by political connections. Above all, decide whether Portugal is a nation with overseas citizens or an empire maintained through hierarchy; the claim cannot survive if law, wages and representation remain different by race and birthplace. Independent courts and freer reporting should expose failing projects before secrecy converts them into national burdens. A successful campaign makes the Atlantic islands a mutually agreed security bridge, narrows metropolitan poverty and begins a peaceful constitutional transformation overseas. Failure freezes reform because access rents seem sufficient, until colonial revolt, military overstretch and a widening European income gap expose how little strategic prestige changed the foundations of the state.
