Kingdom of Greece - 1947
The Kingdom of Greece opens 1947 in a civil war whose roots run through occupation, resistance and the violent settlement after liberation. King George II returned after the disputed 1946 plebiscite and dies in April 1947, leaving Paul on the throne. The Athens government, dominated by conservatives and backed by Britain, confronts the communist-led Democratic Army operating from mountain regions and drawing support across northern borders. Former resistance identities shape both camps, while the White Terror, reprisals and political exclusions make reconciliation harder. Britain announces that it can no longer sustain aid, prompting President Truman in March to ask Congress for assistance to Greece and Turkey. That decision places Greece at the opening line of American containment, but dollars and advisers cannot create administrative legitimacy by themselves. Railways, bridges, villages and farms remain damaged; displacement and inflation spread insecurity beyond combat zones. The player inherits a sovereign state with international recognition and a contested monopoly of force, where military success without lawful reconstruction can perpetuate the conflict.
Starting position
Secure population and transport corridors rather than measuring progress only by mountain territory briefly occupied. Protect rail repair crews, ports, power stations and food convoys with units trained for local defence, freeing mobile formations for operations based on reliable intelligence. The gendarmerie must be brought under rules that distinguish civilians, political organizers and armed fighters; collective punishment creates recruits for the insurgency and undermines foreign support. Register displaced households and distribute relief through mixed local committees so party affiliation does not determine calories. American aid should enter a published budget covering equipment, reconstruction and operating costs, with Greek officials paired to every advisory mission. The army needs unified command and promotion by competence rather than royalist credentials alone. Offer amnesty categories for conscripts and minor supporters while prosecuting serious violence in ordinary courts. Land, credit and local elections matter alongside security: a village that sees only patrols and tax demands has little reason to trust Athens when guerrillas return after dark.
What turns the campaign
The external turn comes from the northern frontier. Yugoslavia, Albania and Bulgaria provide varying degrees of sanctuary or assistance to the Democratic Army, but their interests are not identical and later communist disputes must not be assumed in advance. Combine border surveillance with diplomacy and avoid raids that internationalize the war. The Truman Doctrine brings resources and political leverage; negotiate aid objectives that strengthen Greek ministries rather than creating parallel American chains. Constitutional policy is equally decisive. Restore competitive municipal life, review emergency detentions and make Parliament a venue for complaints from regions outside the fighting. The monarchy can symbolize continuity only if it stays above operational patronage. Economic priorities should reconnect Thessaloniki with the interior, reopen coastal trade and supply seed before financing visible urban monuments. Plan for the possibility that fighters surrender in groups, including screening, resettlement and employment. A strategy built solely on battlefield annihilation will leave prisons, exile communities and ruined districts that prolong the war after organized resistance falls.
Signature challenge
Containment needs a country
Greece's signature challenge is to turn the first great test of containment into a functioning Greek settlement rather than a foreign-sponsored victory over half the population. Washington and London can fund arms, shipping and reconstruction; only Greek institutions can make police accountable, adjudicate property and persuade mountain communities that the state will remain after an operation ends. NationFall rewards disciplined separation of security from vengeance. Investigate collaboration and atrocities through evidence, permit legal left-wing activity that rejects violence, and prevent paramilitary allies from using the war to settle local scores. Direct aid toward roads, clinics and schools that connect contested areas without making access conditional on declarations of loyalty. Keep claims over Cyprus or other external issues from distracting a cabinet whose authority is still incomplete at home. Success produces an army under civilian control, a recoverable opposition and a budget that survives the end of emergency grants. Failure may still defeat guerrilla formations, but it leaves dependence, fear and exclusion as the regime's foundations. The campaign is won when citizens can disagree without choosing an armed camp.
