Marshall Islands - 2026

The Republic of the Marshall Islands is the Pacific Compact-of-Free-Association state whose strategic-real-estate value to the United States is the most explicitly operational - the Reagan Test Site at Kwajalein Atoll is the US Army's principal strategic-missile-defense and ICBM test impact area, with substantial permanent infrastructure and personnel presence that has been continuous since the 1960s. Population about 40,000, GDP around $280M PPP, an EEZ of 2 million square kilometers. The renewed Compact (2024-2043) substantially increased US assistance - including specific provisions addressing the long-running Bikini-Atoll-impacted-population claims from the 1946-1958 nuclear testing program - and re-established the strategic basing-and-assistance relationship for the next two decades. The strategic identity is the COFA-state with the missile range, the post-nuclear-testing legacy, and the climate-existential threat that no other Pacific state combines at the same intensity.

Starting position

RMI has no military forces - defense responsibility rests with the United States under the COFA. The Reagan Test Site at Kwajalein Atoll hosts about 1,300 US personnel and contractors, conducts continuous strategic-missile-defense testing including ICBM-intercept exercises (the principal real-world testing for US ground-based midcourse defense), and constitutes the principal US Pacific strategic-infrastructure presence. The Marshallese-side political-economic tensions around Kwajalein basing have been continuous - the Land Use Agreement compensation, the displacement of the Marshallese landowner population to Ebeye, the long-running Compact-renewal negotiations specifically around Kwajalein arrangements. The post-nuclear-testing legacy includes the 67 atmospheric tests at Bikini and Enewetak through 1958 with substantial radiation contamination still affecting impacted-population claims.

What turns the campaign

What the Marshall Islands wants is the renewed Compact's economic-assistance and Kwajalein-basing-compensation provisions delivered at the scale committed, the post-nuclear-testing claims addressed through the new Compact provisions and the related US Department of Energy and HHS programs, the climate-existential financing accessed at the scale the multi-meter sea-level-rise scenarios require (low-lying atoll geography, no high-ground refuge), the Chinese strategic engagement deferred at the level the COFA framework can support, and the US-COFA basing relationship preserved through the next-Compact horizon. What the Marshall Islands fears is a Compact-implementation failure on the assistance and compensation provisions, a Chinese strategic offer at scale that the COFA framework cannot easily deter, and the climate-existential outcomes that the geography makes acute.

The Marshall Islands' central strategic problem is that the country's strategic-real-estate value to the United States (Kwajalein) is the principal external-relationship asset, the post-nuclear-testing legacy is the principal moral-and-financial claim against the US, and the climate-existential threat is the principal long-term challenge - and all three operate within the COFA framework that has been the institutional architecture for fifty years and has been periodically renewed but never fundamentally reconfigured.
