Republic of Lithuania - 1939
Lithuania enters September 1939 under President Antanas Smetona and Prime Minister Jonas Černius, with political parties constrained by an authoritarian system and two territorial traumas shaping every calculation. Poland controls Vilnius, which Lithuania regards as its capital, while Germany forced Lithuania to cede the Klaipėda region in March 1939. The invasion of Poland now destroys the balance on which neutrality rested. Germany and the Soviet Union appear temporarily cooperative, and their secret protocols will be revised as they divide influence; Kaunas does not begin with reliable knowledge of those bargains. Lithuania's army is larger than its economy can comfortably sustain but far too small to defeat a great power. Its southern location gives contact with collapsing Poland and potential refugee flows, while ports, railways and food supplies attract external demands. The campaign tempts you with the return of Vilnius, but territory offered by Moscow may carry bases that end sovereignty. National survival requires judging the price attached to every apparent restoration.
Starting position
Secure the state before chasing borders. Place mobile forces around Kaunas, rail junctions and communications rather than concentrating for a symbolic march toward Vilnius. Border guards need rules for disarming belligerent troops who cross into Lithuania and humane procedures for civilian refugees, including Polish soldiers and Jewish families fleeing German violence. Maintain neutrality consistently even when public feeling celebrates Poland's defeat over the Vilnius dispute. Convene former party, church, minority and municipal leaders as a national advisory council; Smetona's closed political system cannot manufacture durable consent alone. Build grain and fuel reserves, protect the Bank of Lithuania's assets and prepare embassies to hold authenticated legal instructions. Klaipėda's loss has reduced maritime options, so negotiate transit through Latvia without making supply dependent on one route. Intelligence should map both German and Soviet networks while preventing security police from defining ordinary opposition as treason. A country asking citizens to resist coercion must restore some lawful space for them to participate.
What turns the campaign
Moscow may offer Vilnius and part of its region in exchange for a mutual-assistance treaty and Soviet bases. The offer divides military prudence from national emotion. If you negotiate, publish that Vilnius is not a gift cancelling Lithuania's legal independence. Cap troop numbers, isolate bases from ministries and rail control, define jurisdiction and keep Lithuanian forces intact. Prepare for the possibility that promises are only a stage toward ultimatum and occupation. Coordinate evidence with Latvia and Estonia even though their separate negotiations encourage Moscow to isolate each capital. Germany may seek trade and political leverage after seizing Klaipėda; do not let anti-Soviet planning become dependence on a regime already persecuting Poles and Jews. In the recovered Vilnius region, protect Polish, Jewish and Belarusian residents, retain qualified local officials and prevent revenge seizures. Fair administration proves the territorial claim better than forced cultural conformity. Move reserve archives and diplomatic authority abroad before a crisis, not after airports and borders close.
Signature challenge
Accept Vilnius without accepting subordination
Lithuania's signature challenge is the poisoned bargain: the city central to its national narrative can be restored by the power most capable of extinguishing the republic. Separate territory, alliance and sovereignty in every order. Celebrate Vilnius cautiously, fund food and municipal services there, and refuse to let Soviet garrisons police its population. Establish a lawful chain of command for the president, cabinet and diplomats if an ultimatum divides them. Smetona's personal authority cannot be the only vessel of continuity; restore parliamentary representation or a broadly witnessed emergency council so refusal to annexation cannot be dismissed as one man's flight. Civil servants should preserve real records but never fabricate votes, requests for intervention or transfers of state property. Safeguard university, church and land archives in both Kaunas and Vilnius, and duplicate treaty records abroad. Protect the citizenship of minorities rather than using the emergency to settle the old Polish-Lithuanian dispute. Clergy, teachers and cooperatives can sustain language and mutual aid if formal government is seized. Success may not prevent occupation, but it ensures the world can distinguish occupation from accession and gives citizens institutions to rebuild around. Failure trades the appearance of national completion for the disappearance of the nation as a legal actor.
