Dominican Republic - 1914
The Dominican Republic enters 1914 as an independent state whose central institutions remain vulnerable to armed competition. The presidency changes during the year, while regional caudillos command followers who may obey a leader more readily than a ministry. Public finance is constrained by the 1907 convention: an American-appointed receiver collects customs, pays foreign bondholders and returns the remainder to the Dominican government. That arrangement reduced the immediate debt crisis but placed the republic's chief revenue stream under outside control. Sugar estates are expanding in the east with substantial foreign capital, while tobacco, cacao, food crops and livestock support other provinces. European war can disturb prices, credit and seaborne trade even if Santo Domingo remains neutral. Washington views disorder beside Puerto Rico, the Mona Passage and routes toward the Panama Canal as a security concern. The May 1916 Marine landing and the military government declared that November are later outcomes, not conditions at the opening. The player still has time to build order without accepting occupation.
Starting position
The armed problem cannot be solved by handing one faction a larger private army. Create verified unit rolls, regular pay and promotion rules that recruit across regions, then place deployments and military spending under civilian law. Amnesty can bring rank-and-file fighters into national service or public works, while commanders who keep private tax posts must lose access to state contracts and offices. Constitutional succession needs similar discipline. Accurate electoral rolls, protected polling places and an agreed procedure for vacancies give rivals a route to power other than marching on the capital. Municipal councils can report local grievances and keep schools, sanitation and courts operating when national politics stalls. Telegraph lines should carry administrative reports as well as troop orders. These measures will not instantly remove caudillo influence, but they change the reward structure: leaders gain durable authority by delivering services and winning votes rather than briefly capturing customs revenue. That distinction determines whether the republic can survive its next presidential crisis.
What turns the campaign
Economic turns require balancing sugar growth against sovereignty and rural security. Roads, mills and export credit can raise production, but cadastral surveys must recognize communal holdings and provide appeals before land passes to large companies. Diversifying credit toward tobacco, cacao and food producers protects both provincial incomes and wartime supplies. The customs receivership should issue a clear public statement of collections, debt service and transfers to the treasury. When war reduces trade, Dominican negotiators can use that record to seek revised schedules that keep police, courts and municipalities functioning. Neutral harbour rules must treat belligerent shipping consistently; secret favours invite retaliation and give American officials another reason to intervene. Relations with Haiti offer practical gains despite distrust and an unsettled border. Agreements on markets, livestock disease, fugitives and local crossings can reduce armed incidents without pretending the boundary question is solved. Each successful agreement demonstrates administrative competence on Hispaniola and frees limited forces for internal security.
Signature challenge
Create national order without foreign rule
The decisive test comes when rebellion, disputed succession and American pressure coincide. Maintain a contingency treasury rather than pledging every receipt to the coalition currently in office. Require Congress to authorize emergency borrowing and preserve copies of laws, accounts and land records outside Santo Domingo. If foreign ships threaten intervention, request defined terms and arbitration instead of conceding an open-ended right to supervise government. A lawful continuity plan should keep courts, municipalities and the legislature operating even if Marines occupy a port. That makes occupation harder to justify and limits its reach if deterrence fails. The campaign's aim is a national security force that protects elections, an export economy that does not dispossess the countryside and a treasury able to show where its constrained income goes. Debt negotiations should also protect a minimum customs share for courts and payroll, because a government starved of operating cash will recreate the disorder creditors claim to fear. None of those achievements creates equality with the United States, but together they replace Washington's claim of chronic incapacity with evidence of Dominican government. Reaching the end of the war under constitutional civilian authority is the victory condition history left open in 1914.
