Grenada - 1947
Grenada in 1947 remains a British Crown colony within the Windward Islands administration. The governor and Colonial Office hold executive authority, while the representative system provides only limited local control. Nutmeg, mace and cocoa earn export income from thousands of acres, but merchants, estates and overseas markets still determine much of the return reaching workers and small growers. St George's concentrates government and trade; Carriacou and Petite Martinique rely on irregular transport and have distinct local needs. Demobilized servicemen and wartime workers expect political and social recognition. Trade-union politics is developing across the Caribbean, yet Eric Gairy has not already seized the stage: he returns to Grenada in 1949 and leads the 1951 mass strike later. Universal adult suffrage and the first election under it also belong to 1951. Federation is being discussed as Britain searches for a regional route toward self-government. The campaign begins before those outcomes, when administrative reform, grower organization and fair representation can shape whether mass politics enters through credible institutions or direct confrontation.
Starting position
The colony's advantages are valuable export crops, experienced civil servants, a usable harbour and dense community networks. Its limits are narrow revenue, restricted voting, weak roads and the cost of serving dependencies separated by sea. Establish elected commodity boards where small growers can inspect grading, prices and deductions. Use stabilization reserves during price falls instead of allowing debt to transfer land quietly. Public investment should connect producing districts to St George's while guaranteeing Carriacou and Petite Martinique a transport floor, medical service and voice in budget decisions. Electoral preparation requires an adult register, fair districts and civic information before franchise expansion. Labour law needs registration, bargaining and conciliation that do not depend on the governor's discretion. Police training should emphasize lawful crowd management because mishandled industrial conflict can turn an economic grievance into a constitutional crisis. Former service personnel can staff communications, public works and disaster response if their wartime skills are certified. These practical choices build the state that later ministerial titles will need.
What turns the campaign
The campaign turns when demands for voting and wages outpace Britain's willingness to transfer authority. Move quickly toward universal suffrage with independent administration, while protecting opposition organization so the first mass election is more than a contest for one patronage network. Commodity reform can reduce the fuel for a general strike: transparent weights, minimum wages tied to prices, access to cooperative credit and enforceable tenancy rules. It cannot eliminate political conflict, and trying to purchase silence will discredit both boards and parties. A West Indian federation could share diplomatic, meteorological, transport and university services, but Grenada needs guarantees for small-colony representation and dependency-island funding. Cold War officials may label militant organizers communist regardless of their program. Judge conduct and financing through ordinary evidence rather than importing ideological tests. Diversify toward food processing, fisheries and visitor services without abandoning the spice expertise that gives Grenada leverage. Protect watershed and hurricane preparedness, since a storm during constitutional transition can expose every weakness in relief and public finance.
Signature challenge
Build the ballot before the boss
Grenada's defining 1947 problem is sequencing mass democracy before a single leader becomes its only vehicle. Gairy's later rise is neither present fact nor unavoidable destiny. If the colonial government widens voting, recognizes unions, reforms crop markets and delivers services transparently, organizers must compete over programs within institutions. If it delays, the politician who can stop estates and roads gains leverage no cautious council member can match. Your route should separate party, union, commodity board and civil service while allowing each real power. Publish accounts, protect secret ballots and create an impartial labour tribunal. Give Carriacou and Petite Martinique fixed representation so island unity does not mean mainland dominance. A strong end state reaches the early 1950s with peaceful universal elections, stable spice income, lawful bargaining and a credible regional-federation position. Independence and the revolutionary conflicts of later decades remain outside this opening and should not be written backward as fate. Failure occurs when Crown delay and local patronage make personal command appear more effective than rules. NationFall's victory is a political field broad enough that ordinary Grenadians can demand rapid change without surrendering the institutions needed to govern after winning it.
