Territory of Chad - 1947

The Territory of Chad enters 1947 with unusual wartime prestige and severe peacetime imbalance. Governor Félix Éboué rallied Chad to Free France in August 1940, making Fort-Lamy a base for Leclerc’s operations north through Kufra toward Libya. Chadian soldiers, carriers and taxes sustained that contribution. The 1946 constitution now makes Chad an overseas territory in the French Union, provides elected representation and formally dismantles parts of the indigénat order. Yet authority remains concentrated in French officials, communications are weakest in the north and east, and political opportunity is distributed unevenly. Fort-Lamy governs a territory whose cotton-growing south, Lake Chad basin, Kanem and Saharan north have different economies and memories of rule. Do not turn Free French history into a speech that excuses present inequality. Publish wartime service and casualty records, settle veterans’ claims, and give the territorial assembly access to budgets. The opening promise is simple to state and difficult to prove: sacrifice for liberation should produce citizenship with practical force.

Starting position

Cotton has become the principal export in the south under official purchasing and cultivation structures. It supplies revenue but can displace food crops and place price risk on farmers. Cattle and pastoral movement dominate other regions; Lake Chad supports fishing and commerce across boundaries with Nigeria, Cameroon and Niger. Roads are sparse, river movement seasonal, and the north depends on long desert routes. Schools, clinics and African senior officials are exceptionally scarce. Build feeder roads and wells according to published regional criteria rather than directing every investment toward cotton evacuation. Let producer cooperatives verify weights and accounts, protect household food plots, and create veterinary corridors negotiated with pastoral communities. Fort-Lamy needs sanitation, housing and an accountable labour market as veterans and clerks enlarge the town. Train teachers and nurses from several regions with return postings and pay that arrives. A state that reaches the south chiefly through crop orders and the north chiefly through military patrols will manufacture the division it later claims to manage.

What turns the campaign

Representative politics will expose the north-south structure rather than automatically resolve it. Gabriel Lisette and the Chadian Progressive Party will build support around African political organization and links to the Rassemblement Démocratique Africain, while conservative interests and chiefs fear that southern mobilization will displace their authority. Keep meetings and newspapers legal, require transparent voter registration, and prevent administrators from selecting acceptable candidates through permits and pressure. France may view RDA affiliates through an emerging communist lens, but local demands concern labour, prices, office and equality. At AEF level, Brazzaville still controls important services. Negotiate a formula for road, health and education spending that recognizes Chad’s distance and wartime role. Regionally, maintain Lake Chad markets and Saharan security without closing pastoral routes at every alarm. Veterans can become disciplined civil servants and local officers if training follows demobilization; ignored claims can instead give opposition organization a network of respected witnesses. Your task is to turn political competition into bargaining over one territorial budget before every regional difference becomes a constitutional veto.

Signature challenge

Spend the Free French inheritance

The defining crisis combines a cotton-price dispute in the south with a northern demand for wells and transport. Assembly members threaten to block the budget, while Paris offers development money only if Chad submits one prioritized plan. Officials propose protecting cotton exports first because they generate revenue; northern delegates answer that this repeats decades of governing their districts as a military margin. Publish the full revenue chain from producer price to export receipt. Fund urgent bridge and storage repairs in the cotton zone, but pair them with a multi-year well, veterinary and radio program in Kanem and the north. Create district maintenance crews so capital projects do not fail after one season. Let the assembly question buyers and administrators in public, and include chiefs without giving appointed authority a veto over elected members. Veterans should staff mobile medical and records teams after proper training, linking wartime service to visible citizenship. Success does not make Chad economically uniform. It establishes rules by which different regions can see how claims are weighed and can replace a government without breaking the territory. Failure lets Fort-Lamy praise unity while using southern exports to finance northern coercion and giving neither population a durable stake. The Free French inheritance is political credit; spend it on institutions before ceremony consumes it.
