Bechuanaland Protectorate - 1947

The Bechuanaland Protectorate of 1947 is peaceful, impoverished, and constitutionally unfinished. Britain still administers it through the High Commission Territories, with the administrative centre at Mafeking across the South African border. Tswana dikgosi and customary institutions conduct much local government, while imperial officers supervise taxation, justice, and development with a budget too small for the territory's distances. The railway and largest settlements hug the eastern strip; the Kalahari dominates the map and makes water a political resource. South Africa continues to regard Bechuanaland as a natural candidate for transfer, but the racial direction of Union politics makes that prospect increasingly alarming. Britain has just created new Colonial Development and Welfare schemes for water, tsetse control, agriculture, and livestock. Your strategic identity is therefore the protected polity at a hinge: dependent economically on South Africa, defended diplomatically from incorporation, and asked to build modern public institutions without surrendering the chiefly legitimacy on which the sparse administration relies.

Starting position

Cattle organize wealth, trade, status, and vulnerability. Veterinary disease or a closed export route can erase household security; reliable boreholes can open grazing while also shifting settlement and power. The 1947 development programme offers funds, but projects must survive distance, maintenance costs, and disputes over who controls new water. Beef moves south through a market structured by South African railways and regulations. Men migrate to mines in the Union, supplying remittances while draining labour and exposing families to external cycles. There is little industry and limited schooling or health provision. Politically, Seretse Khama is poised to succeed in the Bangwato sphere, and his coming marriage will reveal how readily Britain subordinates protectorate interests to South African pressure and white regional opinion. Other chiefs and emerging educated groups do not share one programme. You must build representative institutions without pretending that either the resident administration or a single royal house speaks automatically for every community.

What turns the campaign

The first campaign turn is development triage. Water schemes, disease control, better livestock, roads, schools, and clinics all reinforce one another, but the budget cannot fund them simultaneously at useful scale. Focusing on cattle exports earns revenue yet deepens exposure to a single market. Spreading small projects widely may produce political goodwill without changing productivity. The second turn is external. The National Party's 1948 victory will formalize apartheid next door, sharpen demands around the High Commission Territories, and make migrant dependence morally and strategically dangerous. London may resist transfer while still sacrificing local leaders to preserve Commonwealth relations. The Seretse affair can become a test of whether British protection has content: exile him to placate South Africa, defend succession and local choice, or negotiate a constitutional settlement that reduces chiefly authority. Cold War language offers another temptation. Labeling every reform or labour demand as subversion may secure outside support, but it prevents the civic institutions a future independent state will require.

Signature challenge

Build beyond the eastern strip

Bechuanaland's defining problem is how to create state capacity without importing South Africa's political order or destroying local sources of consent. Measure functioning boreholes, calves surviving disease controls, children reaching school, trained clerks retained locally, and export earnings returned to producers. These modest statistics determine whether the protectorate bargains as a polity rather than as a dependency. Boreholes are as consequential as laws because water determines where people and herds can live. A veterinary cordon can protect exports and impoverish families on the wrong side. A school system can train administrators while creating citizens who question both chief and commissioner. Each improvement changes the balance among districts, rulers, traders, and households. NationFall rewards a strategy that treats those distributional effects as the substance of development. Secure alternative diplomatic links through Britain and the Commonwealth, strengthen an indigenous civil service, and use cattle revenue to reduce reliance on migrant labour. At the same time, make representative councils real enough to mediate succession and policy disputes. The danger is quiet dependency: no dramatic invasion, only decisions made in Mafeking, London, or Pretoria until the protectorate discovers that peace preserved weakness. Your victory is a territory able to say no to incorporation because it has functioning institutions, broader revenue, and a political compact strong enough to become Botswana on its own terms.
